The capabilities and technical beauty of Google Earth, in particular, has garnered wide spread praise and a rapidly growing fan-base. Given this impact, now is an apposite time for considered reflection on exactly what can been seen with satellite imagery and thinking through the spatial politics of newly accessible images of the world. Pictures taken from satellites orbiting high above the Earth offer people a seductively objective view of the world below, termed by Thomas Nagel the 'view from nowhere'. This mirror-like viewpoint over territory, has until recently, been for the most part the preserve of military forces and states have jealously guarded their visual power in the interest of national security. But recent technological and social change has led to increasing spatial and temporal data resolution becoming much more widely available, in large part because the 'mirror' is being commercialised, and significantly access through the internet portals seems to be offering a means of challenging the power of the formerly elite discourse. We invite theoretically informed analysis that questions the ontological surety of satellite imagery. Suggested themes: # Explore the tensions between transparency and secrecy that percolate debates about access to high-resolution satellite imagery. # Reflect on the potential for progressive use of imagery by non-state actors to challenge established power relations. # Examine the politics of socio-technical infrastructures and corporate practices that underpin image dissemination, censorship and manipulation. # Critique the naturalizing power of the interfaces to systems like Google Earth, particularly in relation to the military origins of these systems. # Question the uneven spatial provision of imagery and the commercial logics of points of interest databases. # Analyse growing mass media use of high-resolution satellite imagery. # Evaluate alternative visualities from artists who employ the 'view from nowhere' to problematize relations between subject and object. # Interrogate notions of satellite ethics, particularly relating to individual privacy and community rights. # Situate the potential of progressive pedagogy employing high-resolution satellite imagery. # Assess the cultural meanings attached the imagery and the nature of the new community of practices emerging (such as 'black helicopter' spotters). ---- Proposed papers in the form of a title and short abstract (250 words maximum) should be submitted to Martin Dodge (m.dodge(a)manchester.ac.uk) by 15th September 2006. First I want to thank everyone for posting such good papers on this mailing list - it has given me lots of good reading material! Now I have a chance to give back to the community...I've been researching the problem of web censorship and how to design a system to get around it. Initially I wanted to build a P2P mixnet so that the users would also have anonymity. It turns out that due to various attacks that it isnt possible to build a "totally decentralized" P2P network - instead it looks more like a star where one server manages many proxy nodes. This is one example where p2p just isnt possible (I know, blasphemy on this mailing list!). Zooko encouraged me to write down my findings, and this is what I came up with: Not Too Few, Not Too Many: Enforcing Minimum Network Knowledge In Distributed Systems http://www.peek-a-booty.org/pbhtml/modules.php?name=Downloads&d_op=getit&li… 12 Comments are welcome. Abstract: Some distributed systems require that each node know as few other nodes as possible while still maintaining connectivity to the system. We define this state as "minimum network knowledge". In particular, this is a requirement for Internet censorship circumvention systems. We describe the constraints on such systems: 1) the Sybil attack, 2) the man-in-the-middle attack, and 3) the spidering attack. The resulting design requirements are thus: 1) An address receiver must discover addresses such that the network Node Arrival Rate <= Node Discovery Rate <= Node Departure Rate, 2) There must be a single centralized trusted address provider, 3) The address provider must uniquely identify address receivers, and 4) The discovery mechanism must involve reverse Turing tests (A.K.A. CAPTCHAs). The "minimum network knowledge" requirement also puts limits on the type of routing the network can perform. We describe a new attack, called the Boomerang attack, where it is possible to discover all the nodes in a network if the network uses mixnet routing. Two other well-known attacks limit the types of routing mechanisms: the distributed denial-of-service attack and the untraceable cracker attack. We describe three routing mechanisms that fit within the constraints: single, double, and triple-hop routing. Kennedy School of Government Regulatory protection of personal privacy in the U.S. has risen from obscurity in the past few years. Sector by sector, privacy regulations have transformed e-commerce and invigorated advocates of personal information privacy. Privacy protections have been extended to driver's license information, children's online information, financial data, wireless communications, and health records. A combination of industry self- regulation and government enforcement has shaped emerging practices in consumer online privacy. Now, the change in administrations, the war on terrorism, emerging technologies and economic trouble in the online industry are changing the privacy debate in Washington. The FTC has abandoned its call for new privacy laws, and Congress has expanded law enforcement surveillance powers. What is the U.S. regulatory structure for privacy protection? What is happening to e-privacy? Does better information need to compromise privacy? How will the current trend affect e-business? Barry Hurewitz, a partner in Hale and Dorr's Government & Regulatory Affairs Department, has a multidisciplinary practice focusing on federal legislative and regulatory matters affecting technology companies, including federal technology policy, regulatory compliance, government procurement, and technology transfer. As data privacy and security issues have expanded across the high- technology sector, Mr. Hurewitz has advised clients on U.S. and international data privacy developments, including Internet privacy, health data privacy, financial privacy, the U.S.-EU Safe Harbor program for protecting personal data about EU persons, federal surveillance techniques, and privacy in telecommunications. Hurewitz' practice includes regulatory counseling, developing internal corporate data protection procedures, responding to enforcement actions and private claims, participating in the development of new regulations, and tracking emerging state and federal privacy legislation. Kennedy School of Government invite you to attend a New Directions in Regulation Lunch Seminar with Jerry Hausman on "Broadband Internet Access: The Effect of Asymmetric Regulation" The growing market for current digital cellular service (2G) is beginning to decrease the usage of wireline (traditional) telephone service. Although long distance usage is decreasing, as is local usage in countries where consumers pay to make local calls, wireline telephone service offers broadband (high speed) Internet service which current mobile 2G technology cannot offer. Professor Hausman will explore whether the next generation mobile technology, 3G, will provide an adequate data substitute for wireline service. If it does, the need for regulation for wireline service is likely to disappear along with the numerous distortions in the economy that traditional forms of regulation create. Jerry A. Hausman is the John and Jennie S. MacDonald Professor of Economics at the Massachusetts Institute of Technology. He has taught at MIT for 28 years. He is Director of the MIT Telecommunications Economics Research Program. Professor Hausman teaches a course, "Competition in Telecommunications," to graduate students in economics and business. He is also a Special Consultant to Lexecon, Inc. Professor Hausman received the John Bates Clark Award from the American Economics Association in 1985 for the most outstanding contributions to economics by an economist under 40 years of age. He also received the Frisch Medal from the Econometric Society. Professor Hausman has published numerous papers in econometrics and applied microeconomics.
