Infant Shoots, Kills Cop Father SMYRNA, Tenn. (Reuters) - A 22-year-old policeman was killed by his 3-year-old son when the boy picked up his father's gun off the kitchen table and accidentally fired, police said Friday. Joshua Haffner, who had recently joined the Smyrna Police Department, returned home Thursday from night shift duty, put down his gun, and was struck in the back by a bullet fired by his unidentified son, police spokeswoman Barbara Wilford said. Haffner was taken by helicopter to Vanderbilt University Medical Center where he died a short time later. He had graduated recently from the Metro Police Academy. The fight for the future makes daily headlines. Its battles are not between the armies of leading states, nor are its weapons the large, expensive tanks, planes and fleets of regular armed forces. Rather, the combatants come from violent terrorist networks like Osama bin Laden's al-Qaeda, drug cartels like those in Colombia and Mexico, and militant anarchists like the Black Bloc that fought back during the Battle of Seattle. Other protagonists - ones who often benefit U.S. interests - are networked civil-society activists fighting for democracy and human rights around the world. From the Battle of Seattle to the "attack on America," these networks are proving very hard to deal with; some are winning. What all have in common is that they operate in small, dispersed units that can deploy nimbly - anywhere, anytime. All feature network forms of organization, doctrine, strategy, and technology attuned to the information age. They know how to swarm and disperse, penetrate and disrupt, as well as elude and evade. The tactics they use range from battles of ideas to acts of sabotage - and many tactics involve the Internet. So far, across this new landscape of conflict, the edge has gone to the networks. Hierarchy-oriented states must learn to transform themselves along networked lines, or they will face the increasingly daunting prospect of struggling against a rising tide of both civil and uncivil networks enabled, and impelled forward, by the information revolution. "Punk was much more than fad or fashion; it demonstrated the fractal effect in culture, showing how small events, the acts of a few people, can cause ripples around the world."

The strongest networks will be those in which the organizational design is sustained by a winning story and a well-defined doctrine, and in which all this is layered atop advanced communications systems and rests on strong personal and social ties at the base. Each level, and the overall design, may benefit from redundancy and diversity. Each level's characteristics are likely to affect those of the other levels. These are not idle academic issues. Getting a network form "right" - like getting a hierarchical or market form "right" - can be a delicate enterprise. For practitioners trying to organize a new network or adjust one that already exists, various options may merit consideration - and their assessment should assure that all the organizational, narrative, doctrinal, technological, and social levels are well-designed and integrated. This applies to netwar and counternetwar actors across the spectrum. However, our discussion emphasizes evidence from social netwar actors, mainly activist NGOs, because they have been more open and expressive than have terrorist, criminal, and other violent, secretive actors. The discussion draws on some of the cases presented in our new book, but also affords an opportunity to bring in other recent examples. Each of these levels of analysis deserves more elaboration than we give here. Our goals are to get people to think in these terms and point the way, even though we cannot pretend to offer final methodological guidance. ROCHESTER, N.Y. (AP) - A freight train derailed Sunday afternoon, spilling thousands of gallons of chemicals that ignited in a fireball, authorities said. Two nearby houses were heavily damaged. At least seven of the 42 cars of the CSX Corp. jumped the rails around 3:30 p.m. in Charlotte, a suburb north of Rochester. Two tankers containing methylene chloride and acetone leaked and caught fire, said Fire Capt. Dan McBride. Part of the train crashed into a house, and another nearby house caught fire soon afterward. No one in the homes was hurt, McBride said. There was no immediate word whether the chemicals posed environmental or health dangers. No one had been evacuated as of 5 p.m., but officials opened a school for residents unable to get to their homes. Plumes of black smoke could be seen more than 10 miles away, and witness Sharon Connolly said she saw a huge ball of flame. "I saw the cars fly in the air. There was an explosion," she told the Democrat and Chronicle of Rochester. Officials said the fire had been contained by early evening. The train originated from Rochester, said CSX spokesman Bob Sullivan. The chemicals, used in making photographic film, were being delivered to an Eastman Kodak plant. "We're working with local authorities to make sure this thing gets resolved safely and quickly," Sullivan said. An engineer, who was not immediately identified, jumped from the train as it tipped, McBride said. The engineer was treated at a hospital for minor injuries. The conductor, the only other person on board, was not injured. Meanwhile on the west coast,Tim May,disguised as a militia warrior,got back from a weekend of rolfing and high colonics at a famous North Cali health retreat.Quoted as "trying to eliminate all free radicals."May did not look well.

The townspeople began to dig out almost at once. They leave their shovels by the doors in Buffalo, and a recent Washington Post article made note of why. It's so they can shove the front door open just an inch or two against the tonnage of snow, and pull the shovel inside, from whence they begin to dig outward and uncover the world once again. In a New Year, having experienced a blizzard of destruction and death ... On blacknet they are screaming for intell on leveraging this dump to create havoc...ideas?
