NSA COMPUTER UPGRADE - [The Wall Street Journal, B1.] What does it take to send an e-mail to all 38,000 employees at the government's premier computing center, the supersecret National Security Agency? "An act of God," says the agency's director since 1999, Lt. Gen. Michael Hayden. The NSA, he discovered to his chagrin last year, has 68 e-mail systems. He has three computers on his desk - none of which can communicate with the others. To deal with those frustrations, Hayden is now plunging into one of the U.S. government's biggest information-technology outsourcing deals ever. More than 15 companies, including AT&T, Computer Sciences, IBM, General Dynamics and OAO, have formed three teams to compete for a contract set to be valued at as much as $5 billion over 10 years. Requests for proposals went out last week; the winner will be chosen by July. Project Groundbreaker, as the job is called, will be a curious venture by any measure. The winning consortium will take over running the NSA's office-technology infrastructure, including thousands of desktop computers and a Medusa-like tangle of software and internal communications systems. Hayden describes the current setup as "anarchic, convoluted and complex." It is a holdover from the days when the NSA, for security reasons, was broken into dozens of sealed-off compartments. Each bought its own computers, developed its own software and built its own networks, intentionally cut off from the rest of the organization. Hayden now wants to open the place up, at least internally. Whoever wins the Groundbreaker contract will have to meld the current mess into one seamless network, so that for the first time the agency can move around top-secret files as any company would, but without fear of an external security breach. If Groundbreaker succeeds, industry experts predict it could set off a wave of other big outsourcing deals within the federal government. Likely next candidates include the departments of Energy and Defense, and even the Central Intelligence Agency. "This will set the standard for how all similar deals proceed," says Thomas Robinson, president of CSC's Defense Group, which is leading one team that also includes General Dynamics and Verizon. The leaders of the other two competing consortia are AT&T and OAO.

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. The Supreme Court is NOT a representative of the people. Only the people may decide what the Constitution means. That means there are two and ONLY two ways to INTERPRET the Constitution, 1. Congress passes a law they believe is constitutional. IF a state or person disagree THEN it goes to the Supreme Court, not to decide what the Supreme Court believes the Constitution says, but rather to determine if the law as worded and carried out is commiserate with the Constitution and the spirit of AMERICAN democracy it is intended to embody. Let's take the first one, wording. Let's say a state passes a law that says "A person may go to their doctor for aid in ending their life. The doctor is under no legal obligation to help. However, if the doctor should decide to help then no legal ramifications may be taken upon the doctor." Clearly, per the 9th and 10th, there is no section of the Constitution that can be interpreted to give the federal level any authority over individual lifestyle decisions. So clearly the question becomes one of states rights versus individual rights. The Constitution places NO LIMITS on personal rights. Now what if a state passed a law prohbiting assisted suicide? These would fall under the prohibited acts of the 1st. Is the law prohibitory in nature? If so then it clearly violates the 1st, 9th, and 10th and is therefore unconstitutional. Would any/every instance of the act itself cause harm without consent? For example; murder, rape, theft. If so then it clearly is in violation of the 1st. We may not force people to commit acts that are against their beliefs. That would be in violation of the 1st., sanctioning one particular point of view over all points of view. So, what section of the Constitution does the assissted suicide question violate? None. So, somebody want to explain why the answer to the question, "Why is assisted suicide illegal", isn't because a bunch of Christian assholes have decided that we all gotta believe in their fucking god. It is clear that the thesis upon which the Supreme Court is based are flawed. One thing that clearly needs to be addressed is how to replace them with something that might work better (only time will tell). Perhaps instead of odd, it should be even. That would at least hold hope for them doing nothing (which is always preferable to making an error). Now, onward through the fog (I stole that ...) Where is that spirit explained? The Declaration of Independance. When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation. We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security. (Go read Lincoln's 1st Inaugural Address while this is in your mind - Lincoln was scum. He intentionaly started the Civil War.) An AMERICAN bends their knee to no man, and asks no man to bend theirs. Ultimately that is the challenge we are faced with. An American has the right to resist any and all coercion. There is as a consequence of these two simple paragraphs no question as to the meaning of the 2nd Amendment. There is no question as to what 'seperation of church and state' mean. There is no question as to who has the ultimate right to decide when and how they will die. There is no question that the fantasy of 'executive privilige' is just that. Etc. etc. etc. 2. The people amend the constitution. The feds don't have shit to say about this one. If 3/4 of the states got together tomorrow and voted to nulify the tax amendment there would be nothing Congress, POTUS, or the Supreme Court could do about it. Just about every federal tax agent would be out of a job the next day. They are not given the power of review for state initiated amendments. This is why no (not one) of the Amendments ever went through that process. In every (yes, every one) case the Congress has taken the issue upon themselves to forstall any popular action. I proposed a long time ago that the best way for people to get control of their government back is to begin to organize local voting with the express goal of electing officials who will submit 'sanctioned amendments' from the body at the state level. Then through a national forum each of the state groups would work to develop amendments that were agreeable to all (or some large percentage). These 'sanctioned amendments' would be identical and submitted to state legislatures as nearly concurrent as possible. Let me quote from one of those founding fathers Scalia is so keen we follow strictly, "The earth belongs to the living, not the dead." Thomas Jefferson They gave us a challenge to live up to, one they had not and could not have reached, they knew they were only starting the first few steps of a long(!) winding road. As a limited constitutional monarchy, the government was first formed by the King, who by appointment, established the office of Minister Plenipotentiary. King Murjel passed away in December 1998; his brother Remios became Second Monarch of the Kingdom. King Remios' brother, HRH Lobadreo Hermios, is Crown Prince. The tiny atoll has a remarkable history of having played a very significant role in the religious and social life of the Marshallese natives who first began to inhabit the area as early as 500 BCE. Due to the isolation and relative obscurity of the flat sand and coral islands, finding the atoll presented a distinct challenge to native sailors, who navigated the open sea using small charts of sticks and shells and simple dugout sailing canoes. Some, reportedly selected for human sacrifice to native gods, would find the huge sea birds, unaccustomed to humans, easy prey at Eneen-Kio Atoll. A wing bone could be substituted for one's own bones, destined to be used as a "needle" in tattooing ceremonies. The demonstration of bravery in completing the journey was sufficient to spare their lives. Sailors returning from the atoll would proudly display proof positive of their success: a small orange (Kio) flower, unknown to grow elsewhere in Micronesia at the time. This same delicate flower (Sida fallax), commonly called Ilima, is scattered throughout the Hawaiian Islands of today and is used in lei-making and decorative arts. Today, the islands of Eneen-Kio Atoll are occupied by the agents and workers of the federal government of the United States, which unlawfully seized the property during the colonial expansion era of the Spanish-American War, circa 1899. Efforts to convey an understanding of the King's right and title to the land and to promote cooperation between the leadership of the two nations are continuing. The precedent for the return of the islands was set by the 1993 U.S. apology (PL103-150, 107 STAT 1513) for the illegal overthrow of the Hawaiian Monarchy and by the 1994 return of the island of Kaho'olawe to Hawaiians are considered paramount to the demands being made in the case of Eneen-Kio Atoll. General Considerations The three islands of Eneen-Kio Atoll are far from any classic image of tropical paradise. Foliage is scant, the land is low and fresh water is in short supply. The challenge of setting up and maintaining habitation and human activity there is lessened somewhat by advances in technology. The use of alternative and renewable energy and environmental systems offer several convenient solutions for the reliable power and water needs of residents. Centrally located in the North Pacific Ocean, triangulated between Hawaii, Japan and Australia, albeit remote, the atoll offers a unique set of circumstances worth special consideration. Aside from the presence of military-styled infrastructure, water and power station and a substantially superior airstrip to any in the region, little else is known to be there as would befit commercial and community development. Numerous improvements are needed to support the planned activity. This presentation is intended to conceptually introduce the reader to potential uses, programs and development opportunities envisioned for the Kingdom of EnenKio. Also see: National Liberation Program Government Trust Services The foundations of government are supported by the pillars of freedom, equality and respect for the traditions of past generations of native Pacific islanders. Application of these ideals guide the design, selection and implementation of methods and programs to induce a maximum benefit for and to residents and citizens of Eneen-Kio Atoll, without regard to where they may actually reside or from what place their roots derive. Liberal considerations complimentary to the inherent rights of individuals are made with respect to citizenship, licenses, ship registry, personal and professional documentation, trust and financial services and other areas normally encumbered with restrictive controls and governmental influence. For that reason, all areas within the jurisdiction of the EnenKio government are declared to be a Free-Enterprise Zone. DEVELOPMENT PROGRAMS Given that considerations for factors stated above are requisite to fully understand, appreciate and utilize the opportunities for commerce, trade, travel, finance and business in and of the Kingdom, the following are set forth below in capsule form: Telecommunications Commercial Broadcasting - A powerful radio wave transmitting facility on par with "Radio Free Europe" could reach audiences from Alaska to New Zealand, China to Mexico and provide programming now unavailable. Voice & Data Links - Satellite and ground relay of communications from all island groups in the North and South Pacific Ocean. Worldwide cellular telephone service is planned. It will be dependent upon spaceport development, efficient and economical satellites in orbit. Fiber Optic Relay Station - Communication link between Eastern Asia and Hawaii, which has access to North America, would provide service for large-bit data transmission through superior fiber optic network, also expandable to link island groups in the South and West to main trunk line. Spaceport Operations Satellite Launch Facility - The proposed Spaceport to be located in the Big Island of Hawaii was to take advantage of geographic considerations for certain types of launches seems to be terminally stalled over hazards to and objections of the population. Eneen-Kio Atoll has none of the issues that are causing seemingly insurmountable problems in Hawaii. Yet Eneen-Kio Atoll still has the advantage of geographic location, major airstrip and freedom from the numerous restrictions imposed by U.S. federal agencies and associated policies. The importation requirements are still valid, being 2000 miles from the U.S., and exportation of waste and toxic residue could be eliminated by local processing facilities, planned regardless of spaceport plans. Other limitations imposed by native archeological sites, thermal and wind flow effects, weather and cloud effects from mountains, increases in moisture from rain and rocky coastline (ocean spray), scientific observation equipment atop Mauna Kea and need for permits or land acquisition are essentially eliminated. Weather Data/Observation - Coupled with the need for timely pre-launch weather data, observations with atmospheric instrumentation and balloons will capable of being conducted on a regular basis. Telemetry Support - Coupled with the need for post-launch telemetry, the facilities will be available to support space programs of other nations. Given the establishment of communications links with Hawaii, much of the support may be supplied from Hawaii. Toxic/Nuclear Waste Disposal Program - Coupled with the spaceport operation, permanent disposal and remediation programs for a variety of products, whether produced locally or outside of Eneen-Kio Atoll, are needed and contemplated. Several of these processes are proprietary and beyond the scope of this presentation. Transportation While the air terminal on Wake Island is potential refuge for commercial Transpacific aircraft on an emergency basis, it is not now open for air routes and interisland flights. Upon site development and requisites of other programs, a need for increased services shall be met with appropriate measures. The present air strip is nearly 2 miles in length. Fisheries Geographic position of Eneen-Kio Atoll plays an considerable role in the development and support of North Pacific fishing fleets. Vessel supply and repair services, cannery operation, fish processing facilities and air shipment of fresh catch products to the East or West are to be developed. Financial Services & Banking Center The prevailing political climate in support of individual freedoms, including rights of privacy and security in personal affairs and lawful business dealings, shall combine with other factors to create a climate of expanding commerce and financial independence. In general, services shall include electronic bank transactions, insurance, precious metals refinery and depository, central bank and secure trust haven. Mineral Exploration, Natural Resource Recovery & Processing Very little with respect to recoverable natural resources is known about much of the area proximal to Eneen-Kio Atoll. Nearby seamounts and mineral beds are potentially a vast natural resource awaiting technologically refined methods of discovery and retrieval. Coring will be necessary to assess the presence and character of minerals. Maritime Services Policies and procedures are in place to promote national security, encourage domestic and foreign commerce and to ensure safety of vessels of the Kingdom and other maritime nations of the world. Ship Enrollment and Maritime Service Documentation - EnenKio will be a host nation for documentation and enrollment of sailors and their ships. All enrolled vessels shall be accorded privileges, which may be unavailable to vessels of highly regulated nations. Ship Supply and Service Facility - A necessary component for any diverse maritime industry will be adequate ship services. Primarily designed to handle vessels of fishing fleets, other transpacific, international and pleasure craft shall have ready access to the services and facilities at Eneen-Kio Atoll. Militant environmental group targets FBI, others By SAM STANTON Scripps-McClatchy Western Service March 13, 2001 SACRAMENTO, Calif. - Two weeks after claiming responsibility for its first arson attack in California, the Earth Liberation Front has issued a nationwide call for "militant direct action" against FBI offices and other federal buildings. The militant environmental group, which the FBI has called the nation's most dangerous domestic terror organization, on Tuesday issued a statement asking its followers to engage in actions against the federal government on April 5. That date coincides with the scheduled pretrial hearing of Frank Ambrose, who has been charged in Bloomington, Ind., with tree-spiking and is suspected to be an ELF member. Ambrose has denied the charges and his case has become a rallying point for environmental activists who believe he is being unfairly targeted by FBI agents anxious to win a court victory against an alleged ELF follower. Sacramento FBI spokesman Nick Rossi said his agency had little to say about the ELF announcement or FBI security efforts. "We evaluate each threat on a case by case basis," Rossi said. The announcement calls for protests at a time of year when federal agencies typically are at a heightened state of alert because of the April 19 anniversaries of the Oklahoma City federal building bombing and the raid on the Branch Davidian compound in Waco, Texas. The call for action on April 5 came through e-mail messages sent to individuals who have asked to be updated on ELF activities. The messages are forwarded by a group of activists based in Portland, Ore., who deny any membership in the group. One of the activists, Lesliejames Pickering, said Tuesday that he believed the latest announcement indicated there would be demonstrations of "support for radical action." "Militant means more organized, more strategic," Pickering said. "There are going to be protests nationwide." He added that he expected protest sites to include either Sacramento or San Francisco. The shadowy organization, which has no official members, says it is a worldwide group that includes anyone who takes action to protect the environment without injuring or killing anyone. The group claims to have caused at least $37 million in damages to various timber operations, ski resorts and other entities ELF members believe have hurt the environment. In one of its latest efforts, the ELF claims to have set a Feb. 20 pre-dawn fire at a cotton gin near Visalia that caused $700,000 in damage. The group claimed it targeted the plant because it contained genetically engineered cotton seeds. But officials said there were no such seeds at the gin, and a fire investigator said Tuesday that officials have not been able to corroborate the group's claims of setting the blaze. The ELF claimed to have placed barrels containing a total of 20 gallons of gasoline and other fuel around the inside of the plant. Capt.
