Somewhat interesting pdf attempting to summarize public neuroweaponry. Unsure when published, might look prior decade. Towards the end it also describes modern trolling techniques we now see daily, which were apparently researched at U Cambridge by GCHQ in 2011. Some things not clarified with technical experience, for example the "invisibility cloak" was for radar, not visible light.
