This could be called "posse up, with a pen" ;) If you do take this path, consider separate charges against related entities - the "protestor"s parents, the city mayor, etc: - for each individual target, you -must- create a separate charge sheet, and summons, to be filed in your local (e.g. Magistrates') court - higher crimes must be filed in a higher court (e.g. country/ district courts, or even state high/supreme court - depends on the crime, investigate your local jurisdiction's various criminal statutes...) Create your world, with a libre/floss word processor and some prinouts :)
