It makes sense to me to implement them as objects, although I haven't learned design since OOP in the 90s, technically: it wasn't really different from modules in C, just used cleaner syntax. So maybe my knowledge is relevent. So, an object for data, and an object for indices (inner nodes), or whatnot. A core function is taking slices of inner nodes, and then recalculating their leaves and lengths and integrating them into a balancing strategy. So, the reason to make an object for indices, is to facilitate taking their slices and acquiring their new leaf count. A balancing strategy will want to know their depth and their leaf count. - taking slices of inner nodes (index objects), and getting the leaf count and height of these slices - index objects then reference such slices alongside data nodes, in a tree not too complex. The tree is the index class ... almost . The big challenge for me is bringing the parts together. The quick 'flat_tree' code I wrote for my semi-successful 'log' project doesn't retain copies of old trees after they are published. It stores just one tree, containing references to old copies of itself. For interconnecting disparate data, it seems it would make sense to let the system introspect into the tree, and look at it. This could mean providing for retaining the old copies, or it could mean accessing the network. [some confusion around the data already being available, unsure of these .... in the general case it would not be ...] So, the nodes might have some abstract way of taking the slices. Federal agents relied on informants and at least one undercover officer to gather information about transactions that took place at U.S. Private Vaults. (Irfan Khan / Los Angeles Times) To retrieve their valuables, customers will need to "identify themselves and subject themselves to an investigation to verify their legal ownership," according to the Los Angeles Times, which noted that one customer has already gone to court claiming that the government overreached by confiscating the contents of every security box. The company, U.S. Private Vaults, has been accused of laundering money for drug dealers - who anonymously stashed guns, drugs and cash. In an indictment against U.S. Private Vaults, Inc., the U.S. attorney for Los Angeles accused the company of marketing itself deliberately to attract criminals, saying it brazenly promoted itself as a place customers could store valuables with confidence that tax authorities would be hard-pressed to learn their identities or what was stored in their locked boxes. To access the facility, customers needed no identification; it took just an eye and hand scan to unlock the door. “We don’t even want to know your name,” it advertised, according to prosecutors. -Los Angeles Times The feds used "multiple informants and at least one undercover police officer who posed as customers" to surveil the store and gather information about its customers. One of the company's owners and several employees are accused of being involved in drug sales that took place at the business, as well as helping customers to convert cash into gold in a way that would avoid suspicion. Of note, U.S. Private Vaults shared a storefront with Gold Business - named as a co-conspirator in the indictment - which is accused of helping customers convert cash into gold to avoid having to report currency transactions which exceed $10,000. A sign taped to the front door of U.S. Private Vaults instructs customers on how to recover their possessions. (Irfan Khan / Los Angeles Times) In the March 9 indictment that was unsealed Friday, a federal grand jury charged U.S. Private Vaults with three counts of conspiracy — to launder money, distribute narcotics and structure cash transactions to dodge detection. None of the people who are allegedly behind the operation were named in the court records. It is was not immediately clear whether any individuals will face criminal charges as well. -Los Angeles Times The FBI and Drug Enforcement Agency took five days to go through and process all the boxes after the raid began on March 22, according to court documents. US prosecutors argued on Friday that while the original warrant remains under seal, the magistrate judge who approved it thought that the sweeping seizures were appropriate. "The government seized the nests of safety deposit boxes because there was overwhelming evidence that USPV was a criminal business that conspired with its criminal clients to distribute drugs, launder money, and structure transactions to avoid currency reporting requirements, among other offenses," prosecutors claimed in papers filed in Los Angeles federal court. According to prosecutors, the raid produced an unspecified number of weapons, fentanyl, OxyContin, and "huge stacks of $100 bills" which were flagged by drug-sniffing dogs. One box reportedly had $1 million in cash. The indictment was unsealed on Friday - just one hour before a court-issued deadline to respond to a lawsuit brought by a US Private Vaults customers who alleged that the blanket seizure was unconstitutional. The unnamed customer, listed in court papers as John Doe, said the search warrant should not have authorized seizure of the jewelry, currency and bullion that he kept in his three boxes at U.S. Private Vaults, because there was no probable cause to suspect the person committed a crime. “Just as the tenant of each apartment controls that space and therefore has a reasonable expectation of privacy in it, each of the hundreds of renters of safety deposit boxes ... has a separate reasonable expectation of privacy in his or her separately controlled box or boxes,” the person’s attorney, Benjamin N. Gluck, wrote in the complaint. -Los Angeles Times The customer seeks to stop the FBI from requiring anonymous customers to reveal themselves and undergo an investigation to verify legal ownership of their valuables - with attorney Benjamin Gluck arguing that the government is holding his client's goods "hostage" until he identifies himself. Gluck pointed to a statement by assistant US Attorney Andrew Brown describing the procedure for retrieving valuables. "Though Mr. Brown perhaps deserves credit for his candor, his announced plan is grossly improper and manifestly unconstitutional," wrote Gluck, noting that Brown had previously conceded in court papers that some US Private Vaults customers were "honest citizens to whom the government wishes to return their property." "But the majority of the box holders are criminals who used USPV’s anonymity to hide their ill-gotten wealth," he wrote. "To distinguish between honest and criminal customers, the government must examine the specific facts of each box and each claim, precisely what the anonymous plaintiff wants to prevent by refusing to disclose not only his identity, but even the specific boxes he claims are his." Federal agents have seized evidence from U.S. Private Vaults, a Beverly Hills business that has been charged with three counts of conspiracy. (Irfan Khan / Los Angeles Times) Beverly Hills attorney Nina Marino, who represents several US Private Vaults clients, said that even if there were some criminal customers, "that does not authorize the government’s conduct in this sweeping action of not only seizing innocent box owners’ property, but viewing that property." "Every single person that paid money on a monthly basis did that with the expectation of maintaining their anonymity, and it’s just outrageous that the government has such low regard for the 4th Amendment and for an individual’s expectation of privacy," she added. UCLA law professor Beth Colgan called the issue "fascinating," adding that the big question is whether the search warrant was based on sufficient probable cause to believe that evidence of criminal wrongdoing would be found in virtually all of the safe deposit boxes. "I would just be very surprised if a judge had approved a warrant that would allow the FBI to go through every single box absent evidence that the entire system was corrupt," said Colgan. "Maybe they have the evidence, and that’s the thing we don’t know."

The key aspects as to why Proof of work is so important and cannot be replaced by PoS are: 1) Fair Coin Distribution No scammy ICO , premine or instamine is created and miners are forced to sell most of their coins to cover the expense (mainly ASICs + electricity) which allows a fair distribution and competition in the minting process. 2) long term incentives With coins that have premines/instamines/ICOs the incentives are such that the creators benefit from pumping and dumping and creating more altcoins/ICOs to "fundraise" more rather than miners who have sunk infrastructure costs on mining a particular algo(The more we approach Moore's cliff the longer these time preferences become as we have been seeing) 3) Decentralization of Minting Since mining BTC is so competitive, profit margins are typically thin and thus new entrants that either use a better tool to mine (ASIC) or find cheaper sources of power(typically green due to the economics) can quickly gain market share making lasting monopolies difficult. Even if a main ASIC manufacturer appears to have a large market share we can see this quickly change due to a single malinvestment or a mistake when developing the newest ASIC. Power is a resource that comes from many sources and allows many locations around the world to remain competitive for unique reasons. 4) Sybil resistant Proof of work allows miners to order transactions where there are real tangible costs to transaction selection and fake nodes cannot simply flood the ecosystem in order to attack the network 5) Game Theory The game theory of Bitcoin is such that it is more profitable to mine bitcoin and secure the network than attack it because any attempt at a 51% attack or reorg the chain would quickly be caught once the attack was executed and the loss in resources would be profound. 6) Objective Security - Proof of work gives us an objective and measurable degree of security where risk assessments can be made with greater precision that isn't afforded with more subjective forms of security. 6) Less Regulatory Scrutiny - One critical aspect to how securities are defined and regulated by governments(for the USA research into "Howey Test" but other countries have similar regulations) deals with who controls the money/investment and a common enterprise profiting from it. Because Proof of work allows anyone to become a bank that mints and secures the network that no-one can control courts have already determined that Bitcoin cannot be considered a "security" and thus would not fall under those regulations like other coins/ICOs that lack Proof of Work. PoW alone is not the only determining factor on defining what is and isn't a security but an important one. 7) Incentives to resist centralization The game theory and incentives of Proof of stake all lead to centralization because there is no external need to compete for energy and efficiencies. The creators or large whales who buy into the coin will all form a controlling oligopoly who can simply collect taxes (fees) for no effort and censor with no effort unlike with proof of work Proof is stake has nothing at stake. They all try to somehow artificially make up for the fact there's no cost to attack. They're all basically trying to fake work without doing work. The slashing or whatever the preminers are calling it is after the fact. After the rich guys have forked off, which they can do because they're both producers and validators, they don't care about the value of that other chain left behind. The majority staked coins have already decided what's the main chain. Now if you want to overrule them, the CEO of that blockchain is going to need to repeatedly roll back and convince everyone to stick to the chain he decides by his authority as the valid chain. This has already been done after an embarrassing smart contract hack where the premine gang lost their coins. Proof of work attack cost is upfront cost and easily identifiable so the rogue miners will have lost money doing nothing except attempt a single double spend before nodes reject their blocks. Yes they can carry on attack for a long time and publish a long reorg which would have massive cost but a small fork choice change to automatically reject reorgs past certain number of blocks including any double spend will fix that. All it takes to overpower rogue miners in bitcoin is $50 rasp-pi rig. When security of blockchain depends on the coin created by itself and only people with staked coins can validate blocks, you're FUBAR when someone with enough coins wants to attack the chain or force changes to their own benefit. Moores cliff means old ASICs do not become obsolete as quickly. The newest ASICs are already down to 3nm , to put things in perspective Intels most expensive retail chips are still at 10nm , there really isn't that much more room for BTC ASICs to shrink which means decentralization of mining . There are also many fundamental misunderstandings people have towards the advantageous and disadvantageous in industrial mining. A few things you need to understand about mining – Chipmakers like TSMC and Samsung as 2 examples (Soon to add intel to this list) are the ones that are commissioned to make most ASIC chips(not the full assembled ASIC miner) based upon designs from Bitcoin ASIC manufactures. These foundries are involved in diverse chip making and obviously aren't directly involved in Bitcoin or its politics but fulfilling large orders from whoever commissions them. The most popular ASIC manufacturers for Bitcoin right now are Whatsminer, Innosilicon, Bitmain, Caanan, Ebit, and Ebang. Many more ASIC manufacturers exist but they come and go based upon merit in a highly competitive race. For example Bitfury used to be one of the best manufacturers , and now has very little market share. Bitmain used to dominate , and than made some poor design decisions (lead engineer left them) and now competes with at least 4 others for the most efficient ASICs. This is a highly competitive and changing ecosystem. Large miners main advantage is economies of scale over smaller miners. If you are an ASIC manufacturer you have large advantage over others because you can premine off your newest hardware and sell you last generation ASICs to others. This does occur , but is simplistic view and not the full picture. The reality is ASIC manufacturers Sell their newest ASICs with partners for industrial mining , sell their latest hardware to smaller miners for a premium, and mine themselves, while at the same time selling older ASICs on the market. Why do they do this? Because ASIC manufacturing is highly competitive and they need to hedge their investments as quickly as possible and de-risk from regulatory concerns as well. Amateur mining doesn't come with many risks of manufacturers who come and go (they are forced to make huge investments in ASIC orders and have long development pipelines fraught with risks) Amateur mining does not have the overhead of employees , security, regulatory compliance, building costs, tax liabilities , etc... Now here is what is interesting, this last generation of ASICs that went from 7nm to 5nm in size did not have the same efficiency jumps as previous drops. This is because 5nm is already at the edge of what can be done with silicone, we can possibly shrink down to 2-3nm but it gets extremely difficult as the gates start to get the size of a few atoms wide and quantum concerns and heat become a very big concern. Why is any of this important? In the past when ASICs went from 14nm to 12nm there was larger improvements in efficiencies which gave an advantage towards those who could manufacture and mine themselves and their partners. ASICs would become obsolete sooner 8 months to 1 year at times which makes it difficult for amateur miners to recoup their investment in an ASIC especially those that by the slightly older generation equipment. As moore's cliff approaches (we are already there as I don't see 2nm anytime soon) this means that this latest generation of ASICs will have a much longer shelf life which means the variable above is much less important and the greater importance is a complex mix of what sort of electrical rates you can get - overhead costs. Now remember what I said about the advantageous of amateur mining. Industrial mining has other advantageous too like economies of scale and specialization but many disadvantageous as well. What this ultimately means is we are entering a period of commoditization in mining(the opposite of centralization). The economics force this direction. industrial miners will still exist but more and more amateur miners will enter the ecosystem. Eventually new companies will be also created that create products to recycle the waste heat (already exists , but prices will start to drop considerably for consumers) In POS, as far as I understand, any small time player can stake and get the same return on investment a huge whale would get. The largest whales will always get more and more stake for 0 effort due to collected fees from staking which is proportional to their stake . There are countless other uses of electricity in the world which no one is talking about which provide very little contribution to societies. God forbid humanity uses some of it's electricity so countries can have financial security and protection from the countless financial crashes imposed on the populous. I think you'll get a far better answer from them than you will on Reddit. As for energy think of how much energy countries, people and creatures require to protect themselves. Is the amount of military spending carried out by America and Europe useful energy consumption. I would argue yes, you cannot protect your way of life without energy and force. Again, physics, energy and force. You require energy for protection, most things require energy to exist. You are falling straight into the elitist trap of daring to tell people what they can use their energy for which they either create or purchase. Very slippery slope which will not end at Bitcoin mining. The Bitcoin network requires energy to protect itself, the energy to protect it's network participants stake. It's never been hacked. The most secure digital network with a non biased approach to users and participants, accessible 24/7, border-less and with no single point of failure. No to think about it, you're completely correct, there's no benefit to such a digital facility in an ever increasing digital age with debasement of fiat and soaring inflation. This narrative will be proven baseless eventually like so many other misinterpretations of positive developments in human history. The lies and manipulation always get uncovered in the end, just a shame so many people have to suffer as a consequence of propaganda and conformist indoctrination. Those opposing it are supporting oppression on the unbanked and those impoverished by their centralised currencies and governments. He decided on a battery of HackRF boards – entire eight of them, in fact. Two 1×4 and one 1×2 RF splitters and an LNA on their combined RF input made for a good start to the project, and from there, it only got more complex. HackRF boards can be synchronized with a separate clock source, but you can’t just pull a single clock line to all of them in a star configuration. Thus, he’s built a clock distribution and amplifier board, with 4 ns propagation delay at 1 PPS, and only 10 ns delay at 10 MHz. Then, he integrated that board with the HackRF setup, adding a case, wiring up a purpose-built cable and dealing with the reflections that occurred. HackRF boards are USB 2.0 and able to generate a stream of data up to 320 MB/s, and there’d be no viable way to aggregate eight 2.0 links into one. To solve that, he’s used eight separate PCI-E to USB 3.0 cards, each of them with one HackRF plugged in, all connected to an AMD Ryzen 9-powered PC through PCI-E risers we typically see used for mining purposes. To tie it all together, he created a gnuradio flowgraph and patched the osmocom source block to enable the external clock synchronization mechanisms he decided to use.

Denver Post Online threats target Denver investigators - Anarchist says e-mails harmless; feds disagree By Jim Hughes - Denver Post Staff Writer Monday, July 07, 2003 - An anarchist using the online moniker “Professor Rat” has threatened the lives of two federal terrorism investigators in Denver, advocating that they “need killing.” The threats name an FBI agent assigned to the local multiagency Joint Terrorism Task Force and the government’s lead prosecutor of terrorism cases in Colorado. Although those who travel in the same online circles as Professor Rat say his provocations are not to be taken seriously, officials say they are concerned about the threats, which were sent to an e-mail listserv and posted on the Internet in April. “The recipients of the threats have no way to discern their validity,” said Jeff Dorschner, spokesman for the U.S. attorney’s office. "They cause fear and they disrupt lives, and it’s for that reason that they’re taken very seriously. “It’s more than the individual targets. It’s the families and those associated with them,” he said. That is the purpose of the postings, an Australian man who admits to using the Professor Rat name and to posting these kinds of threats said in a telephone interview and a series of e-mails: To scare people out of working for the government. He refused to admit to any specific threat, to avoid prosecution, he said. He already is charged with making similar threats against police in Australia, according to the Victoria Police in Melbourne. Saying that his real name was Matt Taylor and that he was 48 years old, Professor Rat said he promotes a theory called Assassination Politics that emerged at the periphery of cyberanarchist circles in 1997. The concept is that of an online lottery in which people bet on a date that public figures will die. The implication is that the lottery “winner” likely helped arrange the death. Winnings would be paid in untraceable digital cash, which does not yet exist. The development of digital money, and encryption software restricting government’s ability to monitor Internet activity, are common goals among the online anarchists and libertarians known as “cypherpunks.” The ultimate purpose of Assassination Politics is to deter people from working for government agencies, corporate media outlets or institutions “beholden to the violence of the state,” Taylor said. Professor Rat also has threatened a University of Ottawa law professor, a columnist for The Boston Globe and a Cincinnati police officer. Many of those threats were posted to a listserv called Cypherpunks. The e-mail distribution network allows libertarians and anarchists interested in the tension between government oversight and individual liberty on the Internet to discuss those issues via e-mails that when sent to the listserv are distributed to all members. Dorschner would not say whether there was an investigation into Professor Rat, calling the matter an issue of “internal security.” The columnist for The Boston Globe, whose sin, in the eyes of Professor Rat, was to criticize civil libertarians for objecting to the Patriot Act of 2001, said he did not take the threat at all seriously. He learned of the threat only last week, when told of it by The Denver Post, he said. The Post is withholding the names of the subjects of posts by Professor Rat to avoid promoting any specific threats. “The way I see it, this kind of talk is pretty cheap on the Internet,” the columnist said. “This is something I would consider casual hate speech. This person didn’t send me an e-mail saying 'I’m going to kill you.”’ But officials in Denver see nothing casual about the statements, Dorschner said. In an interview, Taylor taunted the Denver officials named in the April 8 statement. “They’re welcome to come and get me extradited,” he said. “Here I am. Come and get me.” The Cypherpunks listserv is also where Jim Bell, an MIT-trained chemist and Washington anarchist who now is in prison for interstate stalking of federal agents, unveiled his Assassination Politics. He was convicted in 2001. Federal prosecutors in Seattle that year also won a conviction against Carl Johnson, a Canadian man accused of threatening federal judges and Microsoft founder Bill Gates by e-mail. Later in 2001, Thomas Wales, a federal prosecutor in Seattle, was shot to death. Though his death was noted on the Cypherpunks listserv, no connection to Assassination Politics has ever been made. The case remains unsolved. John Hartingh, spokesman for the U.S. attorney’s office in Seattle, declined to comment on Wales’ death. Taylor said his threats are intended solely as a rhetorical deterrent. “No one has to die,” he said. “All that has to happen is for people to accept the system.” If anyone Taylor threatened ever was assassinated, “I would totally reassess my involvement in it,” he said. “It would totally change the whole situation. Basically, I’m a nonviolent person.” The posts made by Professor Rat fall under a relatively new category of crime known as “cyberstalking,” said Jim Doyle, a retired New York City police sergeant who now works as a cybercrimes consultant for a Connecticut company called Internet Crimes. The statements made by Professor Rat constitute prosecutable offenses, he said. “The bottom line is what the victim feels,” he said. “Is the victim threatened? Is the victim alarmed? But “in order to (prosecute), you have to get your hands on the guy,” he said. Economic self-interest, in other words, ultimately leads to expansive human rights and liberties across the planet. Now with all that as a bit of rudimentary background, how is it that today we have entities such as the World Economic Forum (WEF) pushing for a radical "Great Reset" of Western society that promises to handcuff free markets with economic regulation while concentrating power into the hands of a small international coalition of central economic planners — most notably their own? How could promising a future where people will "own nothing and be happy" possibly be conducive to a free and productive society — or even a happy one? How can a future in which all energy is controlled by international governing bodies and multinational corporations possibly provide individuals with the institutional building blocks for endless innovation? How can farmers sustain larger and more prosperous populations when Western governments continue to stifle agricultural production through regulation and eminent domain? The questions answer themselves. The WEF's agenda promotes radically anti-liberal programs such as the use of artificial intelligence to censor dissent, regulate free speech, and even erase ideas from the Internet. Its repressive efforts to control all hydrocarbon energy and cattle and crop farm production will smother human innovation by first depriving Westerners of their ability to create, invent, and grow food. Its policies betray millennia of Western civilizational advancement by replacing respect for individual choice and free will with top-down management of human activity through the blunt instruments of force and coercion. Its motivations are indisputably anti-human at their core because each individual human life is treated as nothing more than a cog or input that can be manipulated as part of a centrally-controlled social machine. When Westerners are reduced to ones and zeroes that are sorted and shifted by the WEF's social programming codes for a "better future," builders obey but no longer create. Whereas personal liberty has unleashed the human mind and generated tremendous Western prosperity, the World Economic Forum's push for a centrally controlled economic system will crush rights, stifle creativity, and mass-produce poverty and servitude. Its proponents, in fact, seem mostly committed to using a combination of pandemic, famine, and fear to centralize dominance for themselves. In order to persuade Westerners to give up more and make do with less, the WEF and its globalist allies promise Westerners a future Utopia. As with every similar lie ever told to justify the extraordinary acquisition of power, though, they will fail to deliver. No society, after all, was ever promised more than in Stalin's 1936 Constitution of the USSR — or subsequently treated more abysmally. Despite its claims to the contrary, the WEF's mission directives intentionally reverse Western trends toward greater human freedom, social mobility, and more broadly obtainable wealth — or what, in another era, would have been rightly regarded as true, liberal progress. Although the WEF and its sister organizations claim to be "saving the planet," their efforts seem primarily an ignoble design to control the planet. "Clean" energy, after all, is controlled energy; and the more that energy is controlled by centralized governments, the more completely once-free markets become centrally controlled. If every potential entrepreneur must first receive permission to use electricity before producing anything new, then no entrepreneur can thrive without the central authorities' blessing. If all manufacturing is viewed as a "threat to the planet," then no independent upstart can innovate or build wealth without first seeking and obtaining government approval. If consumers are forbidden from buying anything unless it is first pre-approved, then free markets are transformed into controlled markets. Taking this trend to its logical yet communist conclusion, private property becomes antithetical to the state's goals. We already see the ominous subversion of private ownership today with so-called ESG (Environmental, Social, Governance) standards used to strong-arm industry goals and manipulate free markets. Because control over information makes control over markets more manageable, the more economic uncertainty that results from market manipulation, the more censorship we'll continue to see. Recently, even a senior economist who correctly stated that the American economy had entered into a recession found his research "fact checked" and "corrected" by the U.S. government's friends at Facebook. Where free markets are under attack, free speech is inevitably under attack, too. The individual blessings of liberalism are not easily dissected from the body politic without inevitably rendering liberalism's death, as a whole. The issue today may be "climate change" or COVID-19 or "sustainable food supplies," but the stated issue never seems anything more than a public relations campaign for fooling the masses. It always appears to be merely a disposable excuse designed to seduce Westerners into handing a small cabal of "elites" power and control over everyone else. Convincing mankind to believe that free markets will inevitably lead to some kind of apocalypse increasingly looks like the only policy goal that matters. It may well be the most diabolical trick those with power have ever played against those with no power at all. Fear is used expertly as a torturer's tool to convince Westerners to forsake willingly their own freedom. The innocent mantra whispered into their ears is simple: Trust us, humanity, we will save you. The implication, however, is far more sinister: For your own good, you must be made to enjoy your new chains. Notice that for the World Economic Forum to succeed in its mission to control all human activity, it must first destroy the sovereignty of nation states. Why? Because, as noted above, liberal nations that embrace freedom of speech, freedom of thought, and free market entrepreneurship foster innovation and great wealth. Any nation not encumbered by the WEF's market proscriptions will most likely continue to prosper, while those shackled to the "Great Reset" will most likely languish. This is why Western politicians have worked so hard together to push their "Build Back Better" proposals irrespective of the wishes of any one nation's voting citizens. Wealthy free nations are a threat to the WEF's New World Order. If censorship must be embraced to control the "narrative," then so be it. If citizens must be denied freedom of movement under the guise of a "health emergency," no big deal. If private bank accounts must be seized to intimidate protesters, then such threats are the price for ensuring compliance. In this way, the WEF's plans for a controlled economy intentionally reverse centuries of liberal progress. Political leaders today are dragging the West into the past. First, individual liberties will continue disappearing. Then, the greatest economic engine of all, innovation, will dry up. Finally, wealth will return solely to the hands of a small "ruling class" minority. This is the future the World Economic Forum hails as "progress." It is not. It is a recipe for human bondage.

Because we outsource most of our device fabrication — including the chips that go into the Navy’s submarines and ships, the Army’s jeeps and tanks, military drones and satellites — our industrial base has become weak and shallow. The first order of business for the CHIPS Act is to address a serious deficit in our domestic production capacity. Notoriously absent from the language of the bill is any mention of chip security. Consequently, the U.S. is about to make the same mistake with microelectronics that we made with digital networks and software applications: Unless and until the government demands in-device security, our competitors will have an easy time of manipulating how chips function and behave. Nowhere is this more dangerous than our national security infrastructure. For the first quarter-century of ubiquitous internet access, policy makers and industry leaders did not imagine — literally could not conceive — a deliberate electronic intrusion from an ideological adversary. Now they hit us almost at will. Deterrence has proven to be an obviously insufficient policy alternative. Western civil societies — our power stations, waste processing facilities, and hospitals — are paying a heavy price for their porous defenses and cyber naivete. Every chip starts life as a software program before it is fabricated, mostly in Asia, and mostly in Taiwan, into a chip. The process that transforms design code into “sand in the hand” silicon is just as vulnerable today as consumer applications were in the early 2010s, and for all the same reasons. The impact is deeper and more penetrating because once a chip is compromised, it is nearly impossible to patch. It might be in space or under an ocean. Our enemies know this too.
