Amber Rudd said technology companies were not doing enough to beat "the enemy" on the internet. Encryption tools used by messaging apps had become a "problem," she added. Ms Rudd is meeting with representatives from Google, Facebook, Twitter, Microsoft and others at a counter-terrorism forum in San Francisco. Tuesday's summit is the first gathering of the Global Internet Forum to Counter Terrorism, an organisation set up by the major companies in the wake of recent terror attacks. In a joint statement, the companies taking part said they were co-operating to "substantially disrupt terrorists' ability to use the internet in furthering their causes, while also respecting human rights." In addition to removing liability protections for websites that facilitate "unlawful sex acts with sex trafficking victims," lawmakers are seeking to amend the CDA to allow state prosecutors -- not just federal law enforcement -- to take action against individuals and businesses that use websites to violate federal sex trafficking laws. "For too long, courts around the country have ruled that Backpage can continue to facilitate illegal sex trafficking online with no repercussions," said Sen. Rob Portman, R-Ohio. The two reactors, which have cost the utilities roughly $9 billion, remain less than 40 percent built. The cancellation means there are just two new nuclear units being built in the country -- both in Georgia -- while more than a dozen older nuclear plants are being retired in the face of low natural gas prices. Originally scheduled to come online by 2018, the V.C. Summer nuclear project in South Carolina had been plagued by disputes with regulators and numerous construction problems. This year, utility officials estimated that the reactors would not begin generating electricity before 2021 and could cost as much as $25 billion -- more than twice the initial $11.5 billion estimate. The utilities also struggled with an energy landscape that had changed dramatically since the large reactors were proposed in 2007. Demand for electricity has plateaued nationwide as a result of major improvements in energy efficiency, weakening the case for massive new power plants. And a glut of cheap natural gas from the hydraulic fracturing boom has given states a low-cost energy alternative. Facing those pressures, the two owners of the project, South Carolina Electric & Gas and Santee Cooper, announced they would halt construction rather than saddle customers with additional costs. "The New Zealand Herald first reported that the GCSB told the nation's high court that it ceased all surveillance of Dotcom in early 2012, but that 'limited' amounts of communications from Dotcom were later intercepted by its technology without the bureau's knowledge," reports The Hill. From the report: Dotcom was surveilled by the NSA and the GCSB in a joint intelligence operation named Operation Debut. According to the Herald, that surveillance was scheduled to end in January 2012, but the United States continued to use New Zealand's technology. According to court documents obtained by the Herald, "Limited interception of some communications continued beyond the detasking date without the knowledge of GCSB staff." The court papers don't explain how the NSA was able to use the GCSB's spying technology without the bureau's knowledge. According to the Herald, "The GCSB documents do contain an admission of NSA involvement, although it was not made outright." Dotcom is facing charges of copyright infringement and money laundering related to Megaupload, a file-sharing website shut down in 2012. He is currently fighting U.S. attempts to extradite him from New Zealand. "New Zealanders must know how much power a foreign state holds over their private information," Dotcom said. On the other hand, existential forgery with structured nonces is possible. In DSA the public key is (p,q,g,y=g^x). To forge a signature (r,s) of integer $h$ for all integers a,b != 0 set: r=(g^a y^b mod p) mod q s=r/b mod q h=a s mod q Since y=g^x mod p, the unknown nonce is $k=a + b x$ where $x$ is the private key. If $b=1, a=a'+2^l a''$ and we brute force the $l$ LSBs of $x$, we can generate efficiently many messages with known LSBs (a' + (x mod 2^l)), which appears in the favorable case the unconditional [1]. Similar existential forgery exists for ECDSA. Forgeries were tested in practice. Could this approach give subexponential algorithm for breaking the private key, possibly under other assumptions?
