The 38-page petition with hundreds of pages of supporting documents describes Abd al Rahim al Nashiri’s being sodomized, kept naked and kenneled like a dog, crammed into a box the size of an office safe and being threatened with a revved power drill while hanging shackled and nude from a cell ceiling. And that’s from the portion that isn’t blacked out. New documents include an Army sanity board report and a prosecution chronology of the captive’s time in the Black Sites. Both are heavily redacted. In the petition, the Pentagon-paid lawyers ask the justices to let them challenge Nashiri’s U.S. military detention in federal court — now, before his Guantánamo death-penalty tribunal — because the CIA subjected him to years of “physical, psychological and sexual torture.” They also asked the justices to resolve the open legal question of when the “War on Terror” began. A lower court ruled that civilian courts should stay out of the Nashiri case until the Saudi’s capital war crimes trial is over. His is the first case of a former CIA captive appealing to the Supreme Court. At the war court last Wednesday, defense attorney Rick Kammen notified the tribunal judge, Air Force Col. Vance Spath, of the once-classified filing. Lawyers for the Saudi submitted the document to the Supreme Court on Jan. 17. It took the court’s “Classified Information Security Officer” two months to decide which parts the public could see. ‘CIA agents subjected petitioner to the most extreme forms of torture and abuse in which our country has ever engaged.’ Large portions of the supporting documents are completely blacked out, and perhaps 20 percent of the petition. In an internal, top-secret document dated 18 April this year, the NSA summarises its relations with Sweden. The document states that since 1954 Sweden has been a part of an intelligence collaboration with what is often called “The Five Eyes”, UKUSA, which refers to the US, UK, Canada, Australia and New Zealand. This is despite the fact that Sweden was officially neutral, an image that has been maintained outwardly for decades by multiple governments of different political persuasions. The document also states that the UKUSA contract was discontinued in 2004 and replaced with bilateral agreements for signals intelligence and wiretapping. As of 2011, the Swedish FRA provides its American partner with extensive access to data from its cable collection.

Decentralisation isn't a Boolean, it's a range. Is it much more decentralised than anything we've built before, including its governance? Yes. You will not notice that developers and miners really don't have control to effect change until something goes wrong, until there's a highly contentious issue. They may want to offer a straightforward, direct, and simple solution, but the system won't let them do that. Lead developers can make limited decisions about what they include in the code, but with blockchains you can either have opinions or continue to make money; if your opinions get too strong, you stop making money. Governance in these systems is tricky because by making those explicit trade-offs, we get liberty. If you want to have quick / simple / easy solutions, you will elect a dictator. The trains may run on time, but the destination might be a death camp, an efficient operation for killing people. Democracy is incredibly inefficient, but we practice it anyway because we appreciate the trade-offs that it gives us: self-expression; self-determination; freedom of association, of religion, of consciousness. Governance in network-centric systems are open to permissionless access and innovation, systems which exhibit a very high degree of autonomy and censorship resistance. The price we pay is that our debates are loud, messy, and sometimes don't end, because there's no centralised authority to filter everyone's opinions; that's how corporations and governments run. We've tried that, and if we want that kind of money, we have that kind of money. The bottom line is that this not an accident, it's an explicit trade-off: efficiency is the price we pay to buy liberty. I will pay that price because I can apply engineering optimisation to efficiency; Bitcoin and Ethereum were the first times I could apply engineering optimisation to liberty. The proposal includes a whopping 18% reduction in National Institutes of Health medical research. NIH does get a new $500 million fund to track emerging infectious agents like Zika in the U.S., but loses its funding to monitor those agents overseas. The Department of Energy's research programs also get an 18% cut in research, potentially affecting basic physics research, high energy physics, fusion research, and supercomputing. Advanced Research Projects Agency (ARPA-E) gets the ax, as does the Advanced Technology Vehicle Manufacturing Program, which enabled Tesla to manufacture its Model S sedan. EPA loses all climate research funding, and about half the research funding targeted at human health impacts of pollution. The Energy Star program is eliminated; Superfund funding is drastically reduced. The Chesapeake Bay and Great Lakes cleanup programs are also eliminated, as is all screening of pesticides for endocrine disruption. In the Department of Commerce, Sea Grant is eliminated, along with all coastal zone research funding. Existing weather satellites GOES and JPSS continue funding, but JPSS-3 and -4 appear to be getting the ax. Support for transfer of federally funded research and technology to small and mid-sized manufacturers is eliminated. NASA gets a slight trim, and a new focus on deep space exploration paid for by an elimination of Earth Science programs. The Environmental Protection Agency, the State Department and Agriculture Department took the hardest hits, while the Defense Department, Department of Homeland Security, and Department of Veterans Affairs have seen their budgets grow.
