You can shut down a service or a platform, but Monero isn't necessarily either of those. You can even make Monero illegal, but you can't stop peer-to-peer transactions in Monero from happening. As long as someone has Monero, and someone else is willing to trade a good or service for that Monero, Monero cannot be stopped (or traced, for that matter). You could make a similar argument for Bitcoin (in that it can't be shut down) but Bitcoin can be traced, and anyone watching can see money moving in and out of your wallet. If fullblown cryptocurrency bans were to happen, your Bitcoin address would end up providing the evidence against you. Not so with Monero. Ultimately the most pragmatic question becomes "what happens if Monero gets banned from exchanges, so people can't cash out?" All answers for that are speculative. Some thing it would cause the value of Monero to explode, because there's no way in or out of it. Those who have got it, have it, and those who want it need to be willing to pay the price. Confused over COINTELPRO? Well in my case I fully back up any accusations I make and I have a public facing profile. In the case of COINTELPRO it was common to make unsubstantiated allegations from hiding. As for harnessing the forces of a state to crush fascism - that has an honorable history - even crushing Saddam might be as well justified as WW2 was when seen in this light.
