[orep-wg] WS-ReplicaCatalog specification

Hi,

While there may be some RLS-specific stuff in the introduction that 
should be generalized, there is no intention to make this 
application-specific or specific to a particular catalog. It is intended 
to provide general replica catalog functionality. And purpose of sending 
it to the OREP group is to get comments from the community on how to 
make it sufficiently general.
