[nm-wg] traceroute transfer/storage specification

The current V2 schemas that talk of traceroute and some other 
measurement tools are housed at: http://stout.pc.cis.udel.edu/NMWG/. The 
NMWG devguide will be updated very soon (before the call tomorrow) to 
explain the formats a little more readily.
