[infod-wg] updates to car use case - new AssignVocabulary operations...

Hi everyone,

Updates to Dieter's car use-case document enclosed below.

The 2 main additions other than minor updates are:
1) adding operations to each major section to tie everything together (!)
2) new  'AssignVocabulary' operation which basically assigns values
using a vocabulary for a given entity (creates an instance). That operation
belongs to the BaseVocabularyManager interface.

Feedback will be used to finalize Section 3 of the specs next week...
