[dvdvol] Workflow system and foreign language CD

Here's a good example of HTML files that resemble what might be desired
for the Project Gutenberg CDs: http://pmw.myip.org/oss/cdindex.html and
http://pmw.myip.org/oss/list.html
These two files are fully compliant with XHTML 1.0 Strict and are
somewhat aesthetically pleasing.
