[DRMAA-WG] DRMAA Java binding : package naming

There is nothing like a „change“, because their is no standard (see my last mail). So renaming is fine from my perspective.

I have a lot of faith in the current OGF leaders, but re-orgs simply happen. GGF is history, so the domain is most likely to be gone forever. The same may happen to the OGF brand in the future.

I would propose to simply use the „drmaa.org“ domain for the package namespace. We are owning and maintaining it for 14 years now, which hopefully shows the groups long-term commitment to keep it up and running in the future.
