Minutes from Jan 20 meeting accepted without change request.

Consensus that the "UNDETERMINED" job state should remain,
but the document should emphasize the possibility that
the job may never transition out of the UNDETERMINED state.

Request that Daniel+PeterT present current situation
as a starting point for further discusion with respect to 
 { Aborted, Signalled, CompletedSuccessfully, CompletedUnsuccessfully }

Since several DRMSs support the notion of jobReservations,
it makes sense to identify their commonalities and consider
if additional APIs are appropriate to support jobReservations.
