[DRMAA-WG] Torque/PBS DRMAA - drmaa_wait clarification

Issue:

The DRMAA 1.0 specification does not clarify whether drmaa_wait()
running in one thread, should react to job submission event in the other
thread. This leads to ambiguity and makes this behavior implementation
dependant.

This situation leads to thread races and un-deterministic behavior.
Drama_wait would wait on the submitted and not yet done/failed jobs at
the moment it has been issued.  A clarification might be needed in the
spec.
