[DRMAA-WG] Torque/PBS DRMAA - DRMAA_ERRNO_ATTRIBUTE_NOT_IMPLEMENTED issue

Actually, I think we added this in the IDL spec already, but it's 
called DRMAA_ERRNO_UNSUPPORTED_ATTRIBUTE.  Or something like that.
