[DRMAA-WG] Java Language Bindings 1.0 Candidate

Now that the IDL 1.0 spec is final, I can finally propose what will 
hopefully be the 1.0 Java language binding spec.  Please take this 
opportunity as your last chance to review the specification before it 
becomes final.  If there are no comments, I will make it final at the 
end of the week.
