Sounds like a good reason to encrypt and distribute the list through
the mixmaster network.

I believe the first thing to do is figure out why remailers drop
messages so frequently.  (But, don't let me discourage you from
generating traffic if that interests you.  If you aren't doing so
already, why not try a few anonymous posts?  It's fun!)
