[ur-wg] Merged UR Specification

I have updated the homepage for UR-WG to put the XML specificaiton
document at the top of hte document list, and noted that the survey and
natural language documents are now obsolete.

The direct link for the FINAL (:-)) document is
http://www.psc.edu/~lfm/Grid/UR-WG/UR-WG-Spec.doc.
