[ur-wg] Usage Record Format Recommendation Document

Great that things are moving forward again!

BTW, the Usage Record schema, in its draft form, has been adopted
quite widely in Europe. To my knowledge, it's being used in
the large EU-funded EGEE project, the UK e-Science MCS project,
and the CSAR service. The UK National Grid Service is adopting
it too. Who else is using it?
