[scrm-wg] Cloud Standards Public Forum is set up

As an AI from this morning's meeting, I have set up the Google group
for the cloud standards public forum. If you did not get an invitation to
join, feel free to request membership at the link below.

Once we agree on the charter, we will open the group up to
a wider audience and start publicizing our work. If you would
