[SAGA-RG] Python Bindings

Hi all,

we had a small, but productive meeting in Chicago, and, as we hoped,
converged on python bindings very close to what PySAGA specifies and
implements.

Attached is a first draft of a python binding document for which we
would like to get feedback and comments.  FWIW, the document lives in
our redmine git repository, at
