Ugh, tough one!  For system level checkpoint this should
work in Suspended state as well, but not for application
level CP obviously.  But we don't distinguish between
them...  And what state is the job if it resumes?

Safest might be to not allow CP in suspended state then, as
semantics is difficult to nail down for the various
backends?
