This will, 'though, be finalised in the two year implementation phase 
before it becomes an accepted standard.  Once it becomes a 'proposed 
recommendation', we need to maintain backwards compatibility.  I would 
hope, 'though, that with the current level of interest in producing 
implementations, we can have the requisite two independent, API-level 
interoperable, implementations much sooner and push it to be a standard 
well within the two year period.

Again, once it is a standard we need to maintain backwards compatibility.
