[rus-wg] RUS Specification

All,

Following on from discussions at GGF 13, and contributions from Jon 
MacLaren, John Ainsworth and myself, attached is a revised version of 
the RUS specification.

Please review and send comments to the list (or authors). It is our 
intention to submit this to the GGF document process at an early date.
