[rus-wg] RUS specification (draft 6)

I have attached a new version of the draft.

The changes reflect the discussions of a week or two ago.

Comments:

1) I have not changed the XSD and WSDL to reflect the new operation as I
don't feel qualified to do this.

2) The WSDL and XSD namespaces include references to gmarkets. Is this
intentional?
