[rm-wg] Simple Server Lifecycle - Extant?

I really don't understand the need for the "Extant" pseudo-state...?
 
[I'm only an observer in this forum, and I apologize if my lack of
understanding on this point simply reflects a lack of sufficient
participation.]

	Here is reworked version mapping more precisely onto Dave's V2
states/verbs.  However, I have taken liberty of actually reducing major
states to two - Inactive and Active - with Extant and Commissioned as
