[Risge-rg] Draft version of the new working group charter - for initial discussion

Dear All,

please find attached the draft version of the charter for the new 
working group.
We should start discussion on this draft during today's telco.

This is just starting point, that I have prepared and it will need your 
inputs and suggestions.
(the group name, etc are just one of the proposition)

We should have it ready in Munich so we could present it during BoF.
