[Risge-rg] template for defining use cases

Hi Marcin,

One idea, also mentioned in Seattle if I remember correctly, was to  
use the OGSA Use Cases template:

http://www.ogf.org/documents/GFD.29.pdf

Maybe we can go this way, also to make easier to include it as an  
OGSA use case.
