[Pgi-wg] Document "VOMS Certificate Format" as referenced in the Secure Communications strawman

I agree completely. It is the most detailed description of how those
credentials are formatted that I could find (other than the code
itself).
All of the other VOMS-related stuff floating around presents a
higher-level treatment.
