[ogsa-wg] Proposal: Andrew Grimshaw as an co-chair of OGSA-WG

Hi all,

I'm proud to announce OGF Standards VP, Chris Smith, has approved
Andrew's co-chair appointment. Also, David Snelling, at-large Area
Director, agrees to perform AD duties for OGSA-WG since Andrew
is a solo Architecture Area Director at this moment.
