[ogsa-wg] No RM teleconference on the 27th

Hi,

      No RM teleconference on the 27th -- nothing left to discuss from
the teleconference today.
      Given that we are using the OGSA-WG teleconferences for
discussions, I'll change this teleconference from "do by default" to
"don't do by default" ("on demand" sounds more trendy... :-). So, from
now on, if I don't announce the teleconference, it means that we are not
having it.
