It is the proposal to map CIM onto WSDM (Web Services Distributed
Management). WSDM, to put (a bit too) simply, is a layer on top of WSRF/WSN,
and even if you only don't know WSDM you might be able to understand a lot
of the document (see section 11 and especially section 16).

This document might give you an example of what kind of thing is the
"higher-level" that David talked about, and "WS-CIM" that Tom mentioned.
