[ogsa-naming-wg] Response to Public Comments

I agree.
Ps. Mark, John, and I wrote an "experiences" document of sorts.
I am attaching it for interested parties. We (the WG) might want to consider
whether it would be a good "informational" document from the WG as it
motivates WS-Naming.
