[ogsa-d-wg] Base_Coduments category renamed to Working Drafts

In keeping with GGF conventions, I have renamed the "Base_Documents" 
category to "Working Drafts".  I apologize for any confusion I may have 
caused by the previous (name, or be causing by this renaming.
