[OGSA-BES-WG] BES activities' states

Hello Aleksandr,

The intention is to define extended states and extra operations in extension
schemas and port types, rather than extend the TerminateACtivities
operation. Whether it's a separate service or an additional port type within
the same service, I'm not actually sure.
