[OGSA-AUTHZ] Revised Charter

David,

One comment, regarding the following, is that this would also include  
an update to OGSA from OGSI.

•	A specification of Version 2 of the authorisation decision protocol  
between the PDP and the PEP. The returned result is an authorisation  
decision.
