[OGSA-AUTHZ] XACML profile

Dear All

Please find a second authorisation profile to accompany the first one 
that I sent the other day. This profile is for PEP-PDP interactions, and 
provides the necessary obligation functionality that the current SAML 
profile is missing.

Both draft profiles are items for discussion at the next GGF meeting in 
Tokyo
