[ogf20pc] Correction to times: OGF20 PC meetings in the new year

Thanks to Satoshi for pointing out that 4pm GMT is equivalent to 1am
JST, although I expect this slot is probably still too late for the
Japanese, Korean and Australian folks to participate.  I will of course
distribute a summary of decisions taken at all meetings.

	Dear PC members,
	 
	I propose the following schedule of telephone meetings for the
first months of the new year.  This includes the run up to the deadline
for proposal submissions and the judging period.  I have rather
arbitrarily chosen Tuesdays as the day for these.  As we have members
all round the world, I have used two different time slots to give
everyone a chance to join some meetings.
