[occi-wg] Evolution proposal in "OCCI Platform" specification

Hi Pierre-Yves,

Add an appendix section named "Change Log" at the end of the OCCI 
Plaform document.

You could take inspiration from the "Change Log" section at the end of 
the OCCI Core document.
