[occi-wg] OCCI flyer for NIST and SC11

Thanks for all of the comments.  Here is the version we will be taking to the workshop.

(We did not have time to edit the label in the figure, but "Action" as we use it in the documents is simply a specialized form of operation, so the figure is still technically correct.)
