[occi-wg] New specification document draft

Hi,

I uploaded a new draft of the spec. Not much changed so please help
filling in the holes: http://code.google.com/p/occi/issues/list

I will work on the issues: 2, 14, 18

I also updated the issue tracker templates. So when creating a new
comment use the document_comment template. It tells you what information
is need to comment :-) Is also include the changeset #49 and date
29.09.2009...
