Eucalyptus may provide tools for getting at the performance and status of
VMs in a cluster, and the attached PPT (starting at slide 19) provides some
metrics on startup and throughput

Good idea to get his process started now.

There has been work done in this area by Anna Liu, Associate Professor 
at University of New South Wales School of Computer Science.
