That's true in theory.  In practice, we observe that agreeing on a  
formal model in an interoperable way is immensely more difficult than  
interoperating on the actual bits-on-the-wire of a protocol.   
Consider, for couple of examples, the Internet and the World Wide  
Web.  -Tim
