In NSI version 2.0 notifications are only point-to-point between requester  
and provider NSA.  We already have the connectionId in the notification,  
and therefore, the globalReservationId is redundant information.  We can  
put the globalReservationId back in when a generic subscription mechanism  
is defined within NSI.  We have agreed to remove the globalReservationId  
from version 2.0 of the protocol.
