Description of Issue:

The NSI-CS v2.0 schema is in the final comments stage so we need to update  
the namespace to reflect the final version, and to avoid schema  
incompatibility issue with draft versions of NSI-CS v2.

Resolution of Issue:

Update all NSI-CS v2 schema to a root namespace of  
http://schemas.ogf.org/nsi/2013/07
