[Nsi-wg] SC2011 Topo v2

Hi all-

Here is SC Topo version 2.

Changes:
        - Added jgnx.ets network running G-LAMBDA-K
             (required modifications to adjacent networks also to 
reflect the new neighbor)
             Note: There is no csProviderEndpoint yet for jgnx.ets...I 
will send an update as
             soon as this is idenitfied.
         - Restored all interdomain SDPs to vlans 1780-1783
             (Removed the direct peerings from Pionier to StarLight and 
AIST)
         - For consistency, all NSI networks explicitly define STPs 
ps-80 thru ps-81
             (even though they are not strictly required in inter-domain 
topo since they do
             not form SDPs)
         - Modified some comments

This was a rather extensive change to the global topology so please 
check your respective network information to make sure it is correct.
