[Nsi-wg] NML topology

Hi all,

This ownership issue has been lingering above the field already for years. We (mostly Leon Gommans, Freek Dijkstra) studied the ownership models back in 2004-2005. See below for a number of pointers that I recently gathered for another discussion in a new EU project. Although it seems that the ADMINISTRATIVE ownership of a link does not matter if it is used between two networks, it is essential when used towards an open exchange.

Exchanges facilitate connectivity between all that arrive at the exchange and do not themselves participate in the policy decision to exchange. But the peers need to participate and therefore the administrative owner of the incoming and the administrative owner of the outgoing link need to agree to exchange. The exchange at best applies device policy (aka for example, I can do 40 gig but not 100 gig between those peers because of lack of hardware capability).
