[Nmc-wg] Update for 3/4

  - Have not had a chance to doing any document writing.  Will be 
starting next week.
  - Talked with Jeff offlist about XML/SOAP/HTTP.  We are going to write 
a clarifying statement on how to proceed - expect this in the next week. 
Group will have a chance to weigh in.
